virtual machine IP address issue

environment：

1 DC server

1 DHCPserver

3 VMware host  configured  vsphere HA

all virtual machine IP address are static,  recently, I found when I restart those virtual machines, then startup,but then can get IP address, IP address status has a yellow exclamation mark,

and I　click IP detial information , the IP address is 169.X.X.X, this mean this virtual machine can't get the IP address,  so I'm very confused, I assign an static IP to all virtual machines ,why when i

reatart virtual machines ,it can't be get IP address , and Need to disable the network and Enable it again. then, it will back to normal.
