VMware Tools not showing out-of-date

I am not sure if anyone has seen this before but I am looking for some insight into why it might be happening.  We had four hosts running in a cluster on ESXi ver. 5.5.0, 2403361 and all of the VM's were showing that the VMware Tools were fully up-to-date.  We have recently introduced two new hosts into the cluster (next gen hardware) and installed the same ESXi build as the old hosts.  When we migrated a test VM from an old host to the new, the VMware tools status showed as Out-of-Date.  When we vMotioned it back to the old host it showed as up-to-date.  We checked the build on all of the hosts and they matched identically.  Does anyone know what might be causing this anomaly?

The version of the VMware tools that is showing up-to-date on the old hosts but out-of-date on the new hosts is ver. 9354.  Once we update the VMware tools after migrating the VM to a new host the version becomes 9355.  The interesting thing is that ver. 9354 matches to an older version of ESX then we are running on the old hosts.

Version match from https://packages.vmware.com/tools/versions.
